Lankan_TAXSri Lanka will initiate tax and investment reforms in its next budget following a parliamentary election in April, a government official said on Thursday, amid pressure from the IMF to rein in a budget deficit.

Last week the International Monetary Fund delayed the third tranche of a $2.6 billion loan after Sri Lanka failed to achieve its 2009 IMF budget deficit target.

The budget deficit last year hit an eight-year high of 9.7 percent, well over the IMF target of 7 percent. On Tuesday, Sri Lanka said it would miss the 2010 IMF deficit target as well.

Sri Lanka's pre-election budget report 2010 PDF Print E-mail
Tuesday, 02 March 2010 14:07
Sri Lanka is planning a budget with a deficit of over 7.9 percent of gross domestic product for 2010, a finance ministry report said, after provisional data said the 2009 gap has increased to 10.3 percent of the economy.
In 2009 the government hoped to run a deficit of only 7.0 percent of gross domestic product and trim it further to 6.6 percent in 2010.
A pre-election fiscal report released this week ahead of parliamentary polls on April 8 said the government expected revenues of 824.6 billion rupees (15.0 percent of GDP) in 2010 and hoped to spend 932.5 billion rupees in current expenditure alone.
This would result in a revenue deficit (a deficit in the current budget) of 107.9 billion rupees or 1.9 percent of GDP, which is lower than the massive 3.8 percent revenue deficit provisionally reported for 2009.
Provisional data for 2009 showed that the government had raised 702.1 billion rupees in revenue in 2009 (14.6 percent of GDP), and spent 884.6 billion rupees (18.4 percent of GDP), running a revenue deficit of 182.5 billion rupees.
In 2010 the government hoped to spend 6.0 percent of GDP (estimated 330 billion rupees) in capital expenditure pushing the total spending to 1,262.5 billion rupees or 23.0 percent of GDP.
The overall deficit for 2010 would be 437.9 billion rupees or close to 8.0 percent of GDP. This is lower than the runaway deficit of 495 billion rupees provisionally reported for 2009.
The government hopes to raise 312.9 billion from domestic borrowings (5.7 percent of GDP), 101.8 billion rupees from abroad (1.9 percent of GDP) and 23.2 billion rupees (0.4 percent of GDP) from grants to bridge the gap.
The gap to be covered only by borrowing is about 7.5 percent of GDP.
